What is EmComm?
EmComm stands for Emergency Communications. In times of crisis and natural disasters, amateur radio is often used as a means of emergency communication when wireline, cell phones and other conventional means of communications fail. Many government Emergency Operations Centers, Red Cross Chapters and National Weather Service facilities have permanent Amateur Radio stations installed for such operations.
What is the PA EmComm Network?
The PA EmComm Network is provided as a community service of the Philipsburg Amateur Radio Association ("PARA"), a 501(c)(3) public charity based in Philipsburg, PA, with input from various agencies and radio clubs in neighboring communities. The Network is designed to empower emergency management agencies (EMAs) and disaster relief agencies (DRAs) to communicate effectively using any means of communication that might be available during a disaster, including radio communications when necessary.

The "PA" in our name refers to the scope coverage, not to the authorship of the content. The Network is NOT an official publication of the Commonwealth of Pennsylvania.
Distribution
Access to the PA EmComm Network website is restricted to members of the EmComm community whose names and contact info are listed within the guide. This includes agency leaders, agency staff, volunteers, amateur radio operators, and repeater trustees. Each person requesting access will be assigned a unique username and password which are required to access the website. Members of the general public who are not part of the EmComm community will not be provided access to the website. A list of members who have access to the site is provided on the site. All members are strongly encouraged to keep their passwords confidential. Any member who is found to have given out his or her password or to have violated the site's confidentiality agreement shall have his or her login privileges revoked.
